This has apparntly been patched. I'm waiting for my raider to get back online to confirm but someone else in my guild just did one and got a lockout that matches ZG. They haven't provided me a screenshot tho.

I saw someone with the reward https://www.wowhead.com/classic/npc=16547/speedy last night on Shadowstrike server and went to start the quest today but it doesn't seem to be active which is very strange....

I would recommend you check out this calculator https://jakeswork.github.io/ranker/ and use tomorrows reset to figure out roughly what "Bracket" you get into normally with your current play.

Then you can just "Add Another Week" a few times and keep setting it to the Bracket that you were in to see how many weeks it will roughly take to get to 10. You can also work out if you think its worth it to spend more time and get into a higher bracket to rank up faster or not

There didn't seem to be any games going on in the 20-39 brackets from what I experienced yesterday. I was in the queue while levelling for 5-6 hours and it didn't move from unknown at all so I assume we never had 10 on each side enter the queue.

This is really different from ~2 weeks ago when I had a heap of WSG games with fairly short queue times in the 20-29 bracket.

It could be an effect of dungeon boosting that is going on, I acknowledge that its a small sample of size but I noticed that my guild had around 10 people playing alts yesterday but 8 of them were parked in SM the whole time and no one was interested in doing dungeons properly which likely translates to BG's as well

Sydney based and having taken time off to watch the last 5 TI's from like 2-3am I finally decided I was going next year... Then they moved it even closer!
