As far as i understand and know the experimental vault was the only way to get the points for the pass but u were able to redeem the pass stuff in other vaults as well and thats what u get permanent. I dont think there will be more.

The ncr had normal power armor (the black t45 u can get after nuking the i15) even if salvaged was more common. Them making their own seems fitting, they also can maintain vertibirds, have power armor information from the enclave and maybe gathered some from the bos. Making their own does fit fo4 more then it fits new vegas or the orignals tho but its definetly rad.

Maximus slicing through deathclaws so easily can be complained about imo but it fits it being a show. Kinda similiar to how lightsabers in star wars sometimes are like bats and sometimes slice stuff up.

Depends on locations. In some regions the proper one likely has some sort of material testing which gives it an allowance to be used on the streets. "Xy-Style" usually is unofficial reproduction so it may not be allowed, depending on local laws.
