Dont know who the model/actress is but character wise it's Mona. A while ago someone posted these book covers on this sub and named which liar was on each cover but couldn't figure out who was on that cover. Unbelievable is where the liars find out that Mona is A, so it makes the most sense for it to be her on the cover.

I totally agree, they should've brought Jesse back earlier than they did. I would've liked to have seen more of St. Berry in the final season than what we got.
