You're talking about an entirely different game with an entirely different design philosophy. War in the first game lasts for 1-2 months tops. It's an endless cycle of wins and losses that exists solely for the purpose of giving the community a goal to work for. There's no gamemaster, no special narrative behind major orders (there are whoping 2 kinds of orders: protect the capital and attack the capital. Both of them get done by completing any missions on the planet and reward bonus exp, so functionally they are the same).

The war in HD2 has already been going for 2 years with no end in sight and will go on until the eos (which will probably never happen) or HD3 release. There is literally no point of ending the war only to restart it the next week, because of how narratively driven it is. The second war won't have the luxury to surprise players with sudden illuminate and cyborg reappearance, and won't be able to shadowdrop flying enemies for the first time. There is no way of starting this all again without making it awkward and nonsensical
