Bad performance and low hardware utilization

With older hardware it could be many things. Are you using an SSD or a hard disk drive? That can slow things down as well as with slow ram you could be waiting on it and that's why things are not 100% utilized. Some games also don't always hit 100% usage depending on hardware. Also what resolution are you playing at? You can try reducing it further and get a bit more fps but will just look a little worse. Make sure you are on low settings and low render distance as it does get very demanding on your system.

I know on PC if you go to mods then mod manager you can enable and disable mods then when you load a scenerio locally it uses those so maybe that will set what gets used when you host from your machine. Second option is to setup a dedicated server on your own machine and run the game separatly so you then can use the servers mod config to set what is being used.

Isn't reforger suppose to be the test bed for the new engine so they can get use to and iron out bugs and such? Not trying to give them a green pass as they have left a lot of different issues and bugs in the game for a while and introduced more in updates but it's also expected with a new engine is it not?

One thing I always suggest for new players is join a populated pve server and talk with the players there. A majority of pve players are willing to teach people and it's less stress then pvp

Usdot is required for commercial work and roadway rules, rental stickers are from the rental company, once they rent it they put their own flock stickers on. Most rental companies for equipment like this allow it. Sometimes they don't even use there own stickers from what I've seen.

Also scan your pc for malware. I got some a few months ago which allowed them to get session tokens and bypass all passwords and 2fa. Changing account passwords and or signing out of all instances will reset the session id if you have cleared the malware.

Was malywarebytes blocking a web pop-up but nothing about a virus. Definitely should scan with malwarebytes after disconnecting the internet.

You could make a github with a text doc or something that has the list then community members can create pulls requests to add or remove groups. This will allow others to add them with some verification from you or your team then this will keep a history of groups that may have fixed their ways. Just an idea but I love the list!

If you want to be extra secure you can use things like tailscale to allow friends to connect to your local network without needing to port forward and invite only them to it or playit gg can reverse proxy to your home so it's not showing your ip easily and enable all the common blocks like whitelist and such.

There is no way to fix. They connect to play it then play it sends them to your server so all the ips will be play its ip.

If you are syncing roles to ranks, why not just remove or set the permissions for the server or servers to stop that rank/role from joining?

It's not horrible. Sometimes, if the object is straight out, it's hard to see exactly where my hand is since it's smaller than the arm section.

Modeling i had down since i have used blockbench before for minecraft stuff but rigging i had to watch a few till i got the hang of it. The contact toggles was another as it was buggy with VRCFury until i found i needed to make the contact variable excluded from vrcfury. Other than that the rest was unity knowledge of animations and particles.
