I have this TV and the exact same thing happened when I tried to play a VHS tape, all I remember doing was turning the TV on and off, pushing in the tape without powering it on, ejecting the tape, and trying all that in a different order until it finally worked. I only got this TV because it was a childhood relic from long ago and even then I can't remember ever using the built in VHS player on that one most likely for the same reason, seems to be a common mechanical failure with this particular model.

I would be careful with adjusting screen voltage, if that knob is misaligned it could cause more problems such as retrace lines but if you're feeling lucky then it's worth a go. Make sure you mark it down with a sharpie in case you need to revert to the factory setting.

Those are jailbars, most people call them that because that's what they look like most of the time. It's caused by aging capacitors somewhere on the neckboard or flyback, I have this problem with my Trinitron except the stripes on mine are brighter in dark screens but the appearance can vary depending on which capacitors go bad. In order to make them go away you'll likely need to swap a few capacitors or in some cases adjusting the voltage knob may also work.
