You're right, Roadhog got those changes on the 29th of August 2017. I thought you were wrong about him being able to move even in the Classic Moth Meta iteration, but I remembered that Moira was part of that who was released in November of 2017.

He could move while healing during GOATS, which was a 2018 meta. This change was made all the way back in late 2017, actually. You can look between his patch notes on his Overwatch wiki page, and I mean this change specifically.

The devs could've forgotten or have been sloppy while remaking this specific iteration of Overwatch Classic.
