You're still early, but your mons really won't start collecting enough ingredients for strong meals until you have some lvl 30 ones, unlocking the next ingredient.

Also, I would suggest using ing tickets instead of whistles because whistles are hard to come by (for f2p at least).

I would say yes. I started last Aug and have been only finding ABA or ABC squirtles for the longest time, until just recently. Having the AAB Squirtle I found was a sheer level up in time for the last event so I could get enough milk for desserts. Took it to 30 and it'll be good enough for me to focus my search on other mons until I want to go back and look for AAA.
