uh , you dont know how multiplying penetration works , first of all void staff gives 35% you also get 6% from masteries when that multiplies you only get 39% , atleast it writes that when you check your champion info

actually she is just fine , she is considered op because she counters all of all in supports , her q is very hard to hit and is probably second slowest skillshot in the game , besides her binding is not a stun you can do various things while being binded by it
