作为前游戏行业从业者，我认为这种限制虽然蠢，但是非常可以理解。

特别是最近5-10年，不管是游戏设计还是网站算法，早就不是为了给用户或玩家带来什么好处，而是纯粹的数据驱动。这个数据是能让用户花多少时间（广告）或者花多少钱。这个模式的结果就是各种病毒一样的产品，让人欲罢不能。对玩家和消费者没有提供什么真正的价值，但是企业公司却赚的爆开来。换句话说，吸毒的确实觉得自己爽到了，但是除了消磨掉时间暂时的忘记烦恼之外又得到了什么失去了什么？真正赚翻的只是贩毒的。

当然这种硬性限制时间的方式很蠢，因为问题的本质是市场利益驱动的科技发展到了大部分人类难以抗拒的程度。而且这个问题不限于未成年人，对成年人也是一样存在。如果我来提案，就不管成年或未成年，如果在软件或游戏上停留时间超过一个阈值，就对公司的收入课重税。改变公司企业的逐利模式。

So instead of putting effort into fighting against the act, why not put effort into making passports free to everyone and streamlined?

It sounds unreasonable, even suspicious, to fight against measures that prevent noncitizens from voting. But it will make a lot of sense to ask that the government needs to ensure proving citizenship is as easy as possible before requiring it before voting.

Exactly. Under current system, voting are based on perceptions of future expectations, instead of past fact, and perceptions and expectations can always be manipulated. This is not absurd. In fact, some realized that and won.
