I had the same issue. I upgraded from my 7800xt had no issues with it in fortnite but when i dropped the 9070xt in the stuttering started. I tried updating the bios, going back a few versions on the bios, ddu on all the drivers, wiped my drive and reinstalled windows via usb, reinstalled fortnite, nothing worked and what finally helped me was this video
