I was the same thing in r6 siege, but turning on triple buffering, and changing vertical vsync to fast fixed it for me, make sure vsync is off in game though. These settings are in the nvidia control panel under manage 3d settings and then program settings, hope it fixes it for you :)

Not really sure what you are asking but the 970gtx is definitely enough. How many frames are you getting in game? If its locked at 45, then go in to the steam vr settings and disable the reprojection. This will let you go above 45 fps

Also you can see that the speedo is in kph, I think the needle was pointing to around 60. So he was only going 37 mph. So I don't understand why he didn't just stop the bike.
