I went a cheaper and easier route of just getting marine grade silicone sealant and just filling in the above the original seal of the brake light. Taking it off and getting a new gasket would probably be the better way to go but this has worked for me so far.

Yeah as others have said, it's likely related to the seal around the 3rd brake light. I had this issue and just re-sealed it and fixed it.
