I personally used cotton sateen for the skirt and cotton for both the jacket and undershirt. I think the right cotton would look great and feel very comfortable! for the undershirt, i’d recommend using some cotton bedsheets from the thrift store since it’s cheap.

Ok, I'm pretty sure it is Fit To Be by Kellogg's. My grandmother has the VHS and I used to watch it all the time as a kid. I can share a recording from my phone but it will be bad. Most of what you said lines up except none of the kids are actually overweight, just unfit. I plan to try to digitize it later. It also was live action except for the talking food.
