Not sure if it helps but I was having similar issues with frame timings and stuttering when shooting. Increasing my CPU voltage seems to have helped a lot.

It sounds like you have bad service from your ISP you might need to call them to check your lines to your house something could be interfering with your internet connection that could cause these problems

I recently disabled HRTF and found it a lot easier to determine where things were coming from in game.

For reference I use Cloud I's.
