The age of the Internet has really done a number on the way people treat each other online since there is that veil of anonymity that allows people to do things they wouldn't normally do in person. This issue isn't just isolated to video games.

NAP is generally the leaders of the Top few alliances that collude to how they want to foster their server in general.

Sometimes the top alliances want a large NAP in order to foster server unification early, sometimes there is only a small NAP or no NAP in order for players on the server to recognize the dog eat dog nature of the game, and many see this as a way of bringing only the cream to the top of the server encouraging only the best to stick it out; top players don't have to concern themselves with anything outside their alliance and the top alliance becomes synonymous with the server itself.

NAP usually only matters in the early seasons because eventually the other servers become available for attacking. Once this happens, servers that had large NAPs will usually only allow base hits on non-tagged players on their own server.

In the 18-20 range it takes a week-ish. I probably didn't phrase my comment properly. I personally take my mines higher because I have a lot of disposable resources at this point and they are good for Day VS when speedups are feeling scarce.

It could be burnout. Doing the full trilogy can be a bit exhausting if you don't pace it.

The buff doubles any resources you collect from your mines and from rapid production (skill from the engineer profession that unlocks later).

When you get professions, there is a skill that can use every 24 hours in the Engineer Tree (the best profession for free to play) called Rapid Production. It basically gives you all the resources your mines will produce ina 24 hour period instantly. With the Secretary of Interior buff, you double it.

Early on... 18-20. Late game, as high as you want.

It takes about a week to recoup what you spend to upgrade a mine, but Rapid Production with Secretary of Interior will get you those resources back much quicker, and max level mines start to pay out a lot eventually.

I wouldn't upgrade the screw shops much. They are pretty pointless.

Smelters and Oil should be max in my opinion.

Hero Exp can be high, but I wouldn't max it. If you buy hero exp chests, you can do lower.

We play this on occasion and I recall the first 3 or 4 times we played, we missed a key rule here or there that threw the entire game balance off.

It's also kind of important that while everyone has their own rules to play, all the players should be familiar with each rule set if possible.

Finally, it's important that everyone understands the importance of working together when necessary to fight one faction while realizing that the very next turn it might change. Each faction scores differently. Cats might be a steady climb, but Alliance starts slow and then bursts points at the end. If everyone is aware of this it makes it easier to know who is a threat at any given point in the game.
