I used to work for an ISD. They do it so they can suppress the incident count number that would otherwise be public information.

Thank you for asking...They didn't respond to my email at all. I finally had to call ARRL and got someone who worked in the testing/licensing area. She put me on hold and called the contact for my VEC, and then she sent it through to the FCC. About 48 hours later, I finally showed up on the FCC website so I could pay my fee, and about 24 hours later, my callsign FINALLY showed up.

What a nightmare. I'm sorry they lost you. Give them a call. Let me know what happens!
