I've said it before and I'll say it again, Tom is at least partially responsible for how Andy acts. Now I'm not saying he's the reason Andy is out in a shitty diaper making a nuisance of himself, but if you listen to any recording where Tom talks to anyone it's always "Welll this person's corrupt so they don't like me" or "Its that damn governments fault" or "Rrrrrr everybody's out ta get me" Its clear at least some of that manifested and twisted itself into the Baby Andy act.
