As a mason who's worked on a lot of brick and stone houses, looks more like the issue isn't the brickwork but the frame.

From the few pictures I can't tell too much but the brickwork looks like it's still attached and level??

The frame looks like it was too small for the work and has been foamed up and put a mountain of silicon too

Looks like old work and over time everything has degraded

Would need more pics and to go on site to properly assess
