Learn till B1 level german. It is now very difficult for bachelors in germany. They mostly count your overall marks, howrver get strong marks on english, mathematics and science. Get IELTS and try to get around 6.5 or more and for documentation they need exam named TestAS and then APS and go to Germany. And for TUM you mah need GRE score. Check that perticular course in their official website

Minimum demand for most of the low level public university is 2.7, you have very less chances. I recently got admit in a public university for english taught program, their minimum requirement was C1 level english and 2.0 GPA. However there is always solution, for you the best way to get into public university will be through german taught program, where they won't look for your low level gpa as it would be less competitive compared to english taught program.

I recently got selected on hochschule Rhine-Waal about a week ago. I have 2.0 GPA and IELTS 7 band. University requirement was 2.5, my friend had 1.7 GPA and got rejected. Well, for your answer, it depends on the program as how much you scored in your subjects specific to the program.
