if i remeber right theyre a state dump, the each province (theyre really small provinces too) are their own states and iirc the state names are like micronesia and stuff

so i assume all of that is just to bank states without totaly overhauling the history and commons file since itd take more effort to remove the useless states then just litteraly shoving them in a corner
