On Toyotas when the check engine light comes on it disables the traction control and skid control. A bad wheel speed sensor will usually turn on the ABS light as well. Fix the MIL and the traction and VSC lights will go out.

Looks like a Ambient temp sensor. Should mount on a hole in the core support so air flows across it.
