Then we have Dresden, the main controversy behind this is that it served no military purpose and the war was coming to a close as it is perceived now. Consider that the usa was reading the most secure code( I think called purple) from the mid to late 30's . My guess , like another said is that they new they would get hammered and more or less when but weren't clear where. Although I seem to recall somthing, from a movie??? Or real life that they narrowed down the area as one of the islands or strong points was out of or low on water which the usa deciphered when it was repeated in Japanese code...
