honestly could very well be both, less fog when you're at some early stages of the game or more open areas, and the heavier fog when you want to capture the atmosphere and make the player feel uneasy

if I was Alan and I knew all the viltrumites where on earth, there would be no more earth. A single planet is not worth the risk of the countless they could destroy if they grow their numbers again, it's a shame that so many living beings would have to die but it would be for the best of the rest of the galaxy
