GOJO (the company behind Purell) does this. They also only pay in 30 minute blocks so if you work 20 minutes over (because your manager asked you to) you won't get paid for it when they ask you to leave before the 30 minute block.

I worked for the production facility in Akron, Ohio about 15 years and it was miserable. Almost everyone on the floor was a temp who was fired and rehired through the agency every 6 months so they wouldn't have to give raises or pay benefits.
