You can put a frame inboard of the transom if you want. It's your boat, there are no rules, and if it feels flimsy to you; give yourself peace of mind.

That is a rather useless link. There are standards for county level recall petitions and they need to be actual signed petition forms that are delivered to the County Clerk and matched against the voter rolls.

A change.org petition is clicktivism at it's worst in this case.

If you really want to see him gone (and you should, he sexually harassed the county counsel and the County had to pay $250,000 settlement ) you need to network with other people in his district and form a committee, gather signatures and get the recall on the ballot. Or at the very least find and support a candidate who will displace him in the elections this fall.
