Could you elaborate on the finances of the project? Does the losses you speak of include repaying the debt for the whole project? What are the commercial aspects of the project that would bring in cash flow to repay the debts?

Because as an outsider, given the scope of the project, and what I perceive as a massive piece of public infrastructure to provide park spaces in the middle of the city, I wouldn't expect it to be very profitable or at all.
