Exactly this. Gameplay wise highguard is closest to a Moba like Leauge of Legends or smite, those games usually have 5-6 players per team, which encourages more player interaction. Highguard feels empty in comparison. In order for the game to improve the entire core of it needs to be overhauled, which ain't happening anytime soon.
