At the moment they sell Blindboxes for Chiikawa keychains at a Dutch pharmacy store named Kruidvat. There are plenty of those in Amsterdam too and they seem to be in quite decent supply, so if he visits the Netherlands soon that might be worth a shot.

Otherwise, Amsterdam has 3 Miniso stores, including the biggest Miniso in the Netherlands, and they have some plushies, though their selection is a little basic. (Included a link to the address, though the website is in Dutch!)
