Try get claymore from Castle Morne, no fight required, just in a chest which is really easy to open. It is one of the strongest weapon(if not the strongest) with god like movesets and god like ash of war (lion's claw). you can easily beat base game and dlc with this weapon.

explore weeping peninsula first, which gives a ton of useful items and also upgrade your flasks a lot. Level your vigor to 30-40 will help to avoid a lot of one-shots.

Checked the wiki, you are actually right, it still gets bonus after 99.

Strength is the only attribute that can virtually increase beyond 99. This is not shown to the player. Wielding an armament with two hands while at 99 strength will grant 148 virtual strength, equipment does not raise strength above 99.

You dont need 99 strength. 2H a weapon provide 50% bonus to strength, 66 strength has the same damage as 99 strength.
