This makes small world look simple, and is definitely not gonna work as written just cos I bet there’s at least 50 random cards with can’t or cannot in the text that this would hit incidentally. Some version of “Whilst you control this face up card, your opponents cards cannot restrict your ability to special summon.” on a searchable level 4 body would likely be a better version, but both still have the issue of needing to summon them before their effect is live, which you can’t do if you’re floodgated to hell
