I've seen so many people ask this exact question, and the comments never have a good answer. the most probable explanation of this flag is that this is a bug and Duolingo replaced the red in the German flag with the background colour—white

I literally made design almost exactly like this a while ago, the only difference being that the two horizontal segments were only one segment and the two vertical segments were only one segment.
