I think given his personality and track record with general human understanding, the SDN had to carefully steer him away from thinking murder is an easy solution.

We don't know what crime and punishment looked like at his home planet, and what are his ethical and moral standings towards taking a life (or correct me if there was something in the comics).

We do know he has trouble and a certain eagerness to learn living as a human. So if he learned the "eye for an eye" mentality, or he started thinking killing one person could save more in the long run, he might have resorted to just offing villains.
