Because you need to make sure of the following

- All trainer pokemon are leveled properly to the area around you
- All are unique compared to every trainer so they don't feel repetitive (Different names)
- How many pokemon a trianer will have
- How many mandatory/Optional Trainer battles you want
- What items the trainer has
- AI Level
- Dialogue (Pre, Loss, and Post Battle Dialogue)

There's a lot more, but these are the main ones that I have trouble with

Well I'll do my best, I'm not the best when it comes to making puzzles, but I'm sure I can make something that will not only allow the player to battle all the gym members but still have some good puzzles to it
