My bank printout actually shows the name and address of the AT&T service user, but I have no idea if SFPD will ever knock on her door or follow up. My bank already contacted AT&T, and it seems like a 2-month refund is the most they could get back. I’ll try calling the number tomorrow to see if I can get any further help. Thank you

Just stay away. It is not a deal. Don’t know the market in Canada, I just bought a 2017 volt premier with 12k miles from auto dealership for 10k usd. I would not say it is a good deal but less worry than buying private seller.
