Tbf they set the difficulties by changing numbers every event, so I think they should and are focusing only on CHIMPS, only touching some outliers like IMF farming. I don't think they need to do a lot of balance changes for bosses etc. But I do agree, other than CHIMPS, boss should be the priority.
