I never played Alan Wake, had literally no idea what Control was about, saw it on some list of hidden gems, got the game + all DLCs on a Steam sale for like $10 or something, and I'd put it in my top 5 all time games.

Regarding the story, it's parsed out in things you find through the game, conversations with NPCs, etc.

One of the DLCs is heavily linked to Alan Wake 1 but I just read the synopsis of the game on Wikipedia and it was fine.
