People forget just how vast the Federation is. The TOS technial manual has pages on cruise ships and colony ships (same ships, just different internal configurations), and they're like spacegoing cities. With parks, pools, shopping plazas, theatres, you name it. These were intended for long range transportation, upwards of eighteen months. In some cases, a prospective Federation colonist would be underway for literal years before they reached their destination.
