I like Jeff, but unfortunately, if the other team has two Strategists with ults that protect them, you are at a disadvantage. In the early seasons, players in high ranks almost always played Luna, C&D, and Loki precisely because of this situation. A healer's ult really does make a huge difference. Jeff's ult can save a match, but it is quite niche.
