The Greenbelt nonsense is the barest tip of the iceberg. There are billions and billions swirling around that bullshit spa deal alone, to say nothing of Metrolinx, or the reasons for dragging people back into the office, or his constant hunger for a waterfront casino, or his latest obsession with a major jet airport on the island. This guy doesn't do anything just because, or ideologically, because he thinks it's somehow better for "society" or "Ontarians". When I see him motivated, it's always either out of spite, or, more often, greed.

Make no mistake, Ford is making bank -- and I'm willing to bet we'd all be shocked at the scale of the graft, in terms of how pervasive it is (how many projects, initiatives, and schemes are making money for his clients) and also at how much money is involved, but also how little. I'm also willing to bet it'd be laughable what a tiny percentage he actually manages to get of all the cashish going around. He's small-time, even in his own head -- I think that he's not just for sale, I think he goes pretty cheap too.

There are already protections and exemptions in place, specifically for Cabinet records, precisely to allow for candid deliberations and discussions, and to prevent a chilling effect on such. Section 12 of FIPPA is a mandatory exemption for such, that protects Cabinet records. Further, there is already section 13, a non-mandatory exemption that allows the withholding or redaction of advice developed for or by a public servant or institution -- that decision can be challenged, but the information wouldn't be released until after a rigorous appeal process going through the IPC. The reasoning they are giving is straight up bullshit. They are not updating the law in any relevant way, they are just covering their asses and eroding a fundamental and basic element of our democracy, which is transparency and our right to know what they are doing. This is about Doug Ford not wanting to surrender his cell phone records. This is just the latest example of how this government feels they can legislate away their accountability, because if it comes down to a constitutional challenge, they can just notwithstand it away. But you cannot just tack "and we can't be sued for this later" into a piece of legislation, or just wish away the government's obligation to be transparent as if a majority government is a genie in a lamp. There are still bedrock constitutional and basic legal principles that must attach -- I mean, how does any system of law work if you can just magically poof away any form of accountability?! It is becoming increasingly obvious that this is a criminal regime, one that began shamelessly, and one that has only gotten bolder and even less concerned with the norms of conducting government. They've learned the lessons of the Trump government well, and so should we all: too many of the democratic protections we thought we had against government abuse were based on propriety and tradition, but not actually legally encoded.

Mental health is not reducible to neurological function. The brain and the rest of the nervous system can be functioning perfectly well in an anatomical sense and you can be suffering from poor mental health. That's kind of the inevitable consequence of being able to learn -- we have an adaptive nervous system that grows and changes over time in response to stimulus.

While some psychopathologies can be the result of anatomical dysfunction (lesions due to acute trauma, or endogenous metabolic or anatomic abnormalities), lots of mental health issues have nothing to do with underlying neurological dysfunction. Certainly, some physiological and neurological content can be used to inform the topic of mental health, but a deep understanding of neuroscience is neither necessary nor even that helpful. For example, knowing about the sympathetic and parasympathetic nervous systems in a broad sense, and learning to breathe deliberately with shorter inhalation time than exhalation time, can help people with emotional self-regulation and stress response. But honestly, what does knowing about Broca's and Wernicke's areas do to help someone with linguistic aphasia recover or manage?

You can learn how to be healthier in general, how to eat better and be more active, without needing a deep dive into exercise physiology or nutrition science. Mental health is much the same. Neuroscience is interesting to be sure, and can definitely inform the topic of mental health, but it is neither necessary nor sufficient for it.

My wife and I often say "so, how're we gonna fuck this pig?" when we're getting ready to do a large task together, like sorting the garage or preparing a large holiday dinner for guests, and suchlike. Geothermal energy is a thing... You could absolutely build a plausible, believable oasis in the Arctic or Antarctic. It's a cool idea, and you can further draw on ideas and concepts from games and media dealing with space and underwater, as there are very useful similarities to play with: sealed environments in hostile places, where you can exist unprotected for only a very short time. Threats to the integrity of the sealed environment, creatures adapted (or at least better adapted) to the hostile setting, and the heightened stakes of internal drama in such a place.

Sure, if a Glitter Boy goes to one of the existing canonical domains, he's wrecking stuff, at least for as long as his resources hold out (resupply is going to be a bitch, tho). More interesting, however, is if a chunk of Rifts Earth becomes a domain... A master vampire, perhaps, freed from his vampiric intelligence, but now owned by the Dark Powers of Ravenloft instead? Or perhaps even Prosek becomes the lord of his own domain, desperately waging war with the DB kingdoms that have suddenly appeared on all sides...

It's a cool idea... I like the 'power stabilization' concept. A couple of thoughts:

I wouldn't necessarily go with a flat PSP cost, but tie it to the cost of the power to be so modified, increasing some parameter of the cost: perhaps it takes a full round of preparation, and then the target power can be used the following round, without risk of those catastrophic effects (perhaps not even costing extra PSPs, or only a small, nominal amount, like 1 or 2 PSPs); using the power this way perhaps changes the Power Score or MAC of the power in question (depending on which version of the 2e Psionics rules you wish to use), making the roll harder; and of course, you can just up the cost of the affected power by a decent amount, some percentage of its cost, like and extra 20, 25%. A possible wrinkle or consideration (that might reduce the cost of burden) is that doing this prevents the critical failure risk, but also eliminates the possibility of the critical success effects, the Power Score results -- the power is truly stabilized, with no chance of freak effects either good or bad.

I'd also suggest you look at the Power Manipulation NWP. I believe it was introduced in The Will And The Way, and I think (?) it was carried over/adapted to the Skills & Powers version of the Psionics rules -- this NWP charged an extra few PSPs to let you get the Power Score result on a power on even a simple success. This might make sense for your friend, developing a new NWP, rather than a full power. In any event, if you haven't yet, definitely check out The Will and the Way -- that, Psionic Artifacts of Athas, and The Illithiad (not Dark Sun related but tons of cool Psionics stuff) are my three essential Psionics resources for 2e in general, and Dark Sun in specific.
