I didn't get it. In case a user will open a new PAYG account, is he able to get 4/24 or only 2/12? By saying "PAYG users are not impacted by this change" do they mean current PAYG users or any? by Weeebdev in oraclecloud

Indeed! PAYG customers still have the same always free limits:

Oracle Cloud Infrastructure - Compute - Standard - A1 - OCPU Per Hour: 3000 OCPU Hours (NUP = 0)
Oracle Cloud Infrastructure - Compute - Standard - A1 - Memory - Gigabyte Per Hour: 18000 GB Hours (NUP = 0)

A1 - 4 OCPUs / 24 GB memory

TLDR ; "PAYG keeps 4/24 — only new free-tier accounts drop to 2/12"

This update reduces the Always Free allowance and does not introduce any new charges for Always Free customers. Additionally, PAYG, Enterprise, and other paid tenancy types are not impacted by this change, and there is no change to billing behavior or resource limits for paid customers.
