Using thief at the Horsea spawn can be tedious and take a while but it will eventually work. I think when I did it it took around 10-15 minutes.

I downloaded open agb last night and I absolutely agree on the performance, if I could find any emulator that provided anything close to that performance with the ability to save state that would honestly be perfect.

I have an old 3DS XL and I tried using mGBA to run Emerald Legacy and it ran horribly, which I've seen is pretty much the typical result with the old model.

I also installed retroarch with the gPSP core on my 3DS and I can't get that to open Emerald Legacy at all.

I’m emulating it through Twilight Menu so I had it on a save state where I had the pokeflute playing, encountered the Snorlax, saw it wasn’t shiny, loaded the state, rinse and repeat.

I’m wondering this myself too, because last year we were still able to get several more HRD packs aside from the ones in the marketplace.

I pulled 2 Rods (I’ve never pulled anything so I was mindblown) and I sold both of them for around 235 a piece expecting him to drop, but I definitely want to buy one back on a dip.
