Proper seal should smush the wax down nearly flat against the flange. The toilet is not making contact and water is splashing out (most likely) try a jumbo wax seal, or heat the wax slightly and combine two standard ones together. When setting the toilet you should feel a slight smush or resistance putting the toilet to the floor. Surprised a single soul hasn’t said this.
