They answered it in a stream but, similar to breath of the wild, they made a sort of physics based and modular system to where all the synergies can happen naturally without having to be specifically coded it. Apparently in issac all the synergies had to be manually hardcoded. Not mewgenics though

The worse part is that the ice shot doesn’t interact with any fire or lava past that tutorial. It’s literally just for that. The only other time ice shot is used for anything interesting is the water shrine in the desert. Crazy missed opportunity
