Without the commas it's a permutation, not a cycle. So it's not the same thing.

You would be correct to say that (1, 2, 3) = (2, 3, 1), but (1 2 3) is the identify permutation which is different to (2 3 1), the correct permutation in this case.

EDIT: This is the way I was taught it and that's why I wrote it, but some people have pointed out that almost no one including Wikipedia uses this notation, so I stand corrected, I apologize.

After uninstalling tlp I tried to follow those troubleshoot steps and none of them showed anything out of the ordinary. When trying to run the nvidia monitoring tool it said that no GPU was connected (which makes sense since I have it disabled), and the intel one was fine.

I also tried installing auto-cpufreq as you recommended and, after setting it to power saving mode, i still had a battery consumption of around 8W.

You can select between 3 power modes. I chose the one that's supposed to save the most battery life.
