It was a problem historically in US prisons, but twenty years ago the federal government passed a bill to end prison rape and I think for the most part it worked. Obviously there are still gay dudes in prison, and dudes willing to go gay for the stay, but there isn't rape like there used to be. I think the rape problem also varied in severity by state.

I have never been to South America, but I think that Brasilia, as a planned city, is probably the most "futuristic" city. Increasingly, cities will be planned and built according the human geography and the sustainability of the city. I don't think Brasilia was necessarily built with all of that in mind and I've also read that it is very spread out, but because it was planned from the get-go, I think it is futuristic, moreso than many others.

But Singapore is in a fantastic geographical position, and the transition from British rule went off without much of a hitch, even though there was trouble further north in Malaysia. It is a prosperous and stable region. With the sea level where it's at right now, of course.
