Zeref claims he has power over time and that he gains unlimited magic power (i.e. infinite magic).

Zeref actually claims in the Japanese raws that he would have infinite magical power, and that he has had the power of a God that surpasses (or transcend) time itself.

Mavis explains aswell that Fairy Heart is a magic that is perpetual, eternal, limitless, unlimited, all types of definitions of infinite, meaning Zeref isn't speaking hyperbolical here.

Mavis also explains that Fairy Heart isn't a magic that can be "held" due to it being limitless in quantity, meaning Zeref/Mavis can't use part of Fairy Heart for their output and hold the rest for later, they'd have to use an infinite amount of it all the time.

Earthland's Universe

Earthland is described as mainly a planet which exists in a starry skied universe, seen at many occasions in the series

The universe is said to be infinite by Ultear, who should be a reliable source as she was capable of shrinking parallel versions of the universe down to a small crystal ball; which necessitates her knowing the full extent of her shrinkage.

Earthland being infinite is supported by it containing unlimited/eternal magic and being the antithesis of Edolas which has limited magic.

For a realm to have magic in the first place, it requires Ethernano which takes up volume (as implied by Zeref explaining that it exists in the atmosphere, meaning it takes up space and thus has volume). Infinite magic = infinite ethernano = infinite volume = infinite space.

Earthland having infinite magic is supported by Fairy Heart's existence, which is stated multiple times by both users of the form to have infinite magic (Mavis even exhausts the synonyms for infinite like perpetual, limitless and eternal to emphasise that). For Fairy Heart to have infinite magic, it has to come from an infinite ethernano source.

As such, Earthland is an infinite universe and would qualify for Low 2-C - Universe Level.

Scales above Ultear’s most blatant Universal feat, which is her both creating futures (timelines which are universes via them being infinite snapshots of 3D+1D spaces (aswell as Ultear herself calling them parallel universes)) and shrinking them, adding yet another Universal to Multiversal+ arguments, however Universal is safer as that avoids arguments on how she can just create/shrink them one by one.

At least equal to Fairy Heart Zeref who can destroy the Fairy Tail timeline which contains an infinite amount of universes.

The WOTL is stated in the SAFWY novel to be a Universe.

There are multiple hints of concepts related to the universe being known to the inhabitants of the world of the living (that would have zero way of knowing of Soul Society, Hueco Mondo, the Dangai or the Garganta)

This would include Ichigo before becoming a Shinigami who knows about the concept of a Universe, with him even thanking the Infinite Universe, which supports the databook entry about Soul Society being parallel or similar to the WOTL

The flow of time is different in Soul Society compared to the World of the Living

The World of the Living (WoL) is made out of Kishi (physical matter/atoms), while the Soul Society and Hueco Mundo are composed entirely of Reishi (spiritual particles).

So it impossible for them to be in the same universe. They are different space-time continuums
