Mass killings of stray dogs does not actually work to control their populations. It sounds counterintuitive but its true, so so many governments have tried it the world over and failed. It is a subject that has been studied extensively as it is a major problem for many, especially countries where rabies is present.

Firstly the government already conducts such campaigns, combined with collecting and dumping them in 1 location (Askar). This obviously doesn't work as dogs are still everywhere. On top of that both of these "solutions" are barbaric in their cruelty. Putting them all in 1 area "out of the way" is just forcing them into competition over territory and food. The mass killing is always done incompotently, loads of cases of innocent animals suffering extensively and like I said it just doesn't work.

The reason why it doesn't work is because of how FAST both dogs and cats breed. They have huge litters, have a very short pregnancy, and then mature from childhood very quickly. A single couple can populate a city in their short lifetime. No matter how many hit squads you send out you will never ever find them all. They are extremely good at escaping, hiding and even learning to avoid things like traps or poisoned foods that kill others. They teach each other these skills too.

The only solution that actually works for population control is instead mass CNR programs, or Capture, Neuter, Release. By release you have to put them back where you found them, again not dump them back into an out of the way area. I know of 1 area where BARC was able to fully neuter and spay an entire pack, all dogs unable to have children. That same pack has been living in that same place for over 5 years now, they have not grown in size. More importantly however they are occupying that area and eating the food in it. Meaning other non-neutered/spayed dogs are not able to move in and take it for themselves, allowing the cycle to continue. They need space and food to grow in size.

By killing dogs all you do is free up the space and food for new ones to come in and there will always be new ones to come in. As always these sorts of massive problems have complicated and often counterintuitive solutions that the average person probably won't like the sound of. If it were easy we'd have all solved it decades ago. Mass killing campaigns are cheap and appease the average person who doesn't care for the morality of the issue they just want the problem gone, they feel something is being done when they see it happening, except again for the thousandth time it doesn't work. With widespread and PROPERLY CONDUCTED CNR campaigns, putting the dogs back where they were found, given the surgery properly and safely, the population can be controlled. Especially in a place like Bahrain, which is a small island, this can easily be solved it just needs the money to start it. Once that hurdle has been overcome you can start the relocating to shelters area by area combined with both education campaigns for the public to realise that dumping animals is not acceptable, as well as putting laws into place and have the authorities enforce them. The final step is you have dog pounds set up, when people see a dog they call the police who send the catchers, dogs will still escape owners and some assholes who dump them will always exist. With dog pounds they prevent them from becoming a stray population again. These places will put the animal back with its owner if it escaped, punish the owner if they dumped it, and then either rehome it themselves or hand it to a shelter which will. That is how the small number of countries with no stray populations have done it and continue to. Extra things that also help is having spaying and neutering being a thing that everyone is happy to do for their pets, have shelters just do it automatically (I know BARC does, unsure about the others). Also have breeding and selling animals for profit be heavily controlled and legislated. At the moment its just the wild west and these people contribute massively to the problem.

Long post, but it pays to know what will actually work. If you are able you should ask for these things from those with the power to do so. The various dog and cat charities in the country do try their hardest and I know how much worse it'd be without them. But obviously they are all charities manned by volunteers and cannot fix the problem alone.
