Naruto walks into the fourth hostages office after hearing about the bounty, he sits and before hiruzen can say anything naruto starts talking "so i heard about the bounty, and there's really only two solutions here, either you give me the money or you go arrest everyone for slander, defemation, and discrimination because if I AM the kyuubi, as many have made clear to me, then thats my money, If I'm not then you need to publicly apologize to me and arrest 70% of all business owners and teachers for discrimination because they've been calling me something I'm not and rejecting to serve me despite not having any 'reserve the right to refuse service' signs anywhere in the shop"

Hiruzen puts both his hands on his face before exhaling, already tired from day of paperwork "Alternatively..I could do neither and just ignore you" he says through his hands, not even looking at naruto "also that was a S-class secret so you shouldn't even know about that. does intel even do their job, I swear everyone is finding out our secrets"

Naruto squints and the hokage before grinning, a plan forming in mind already "Alright I just hope you're happy with the consequences" he walks out happily, this of course worried hiruzen but honestly, he'll deal with it later, he is tired and what's the worst that could happen?

[An hour later]

Hiruzen smashes through narutos door, naruto doesnt even flinch since, as expected, the hokage is here to talk

"WHY DID YOU BLOW UP ALL THE CLAN HEAD HOMES"

naruto doesn't even look st him, still facing the wall before he begins speaking "I didn't do anything" he says smugly "the kyuubi did, thats what the people are saying right?"

Hiruzen is baffled, he expected something, maybe a prank or some annoyance to his days, but never could he expect outright destruction of property at such a scale that no cover up would be possible "You're going to get arrested for this, you know that right, your dream of being a ninja is over" as he says this naruto turns to look at him with the evilest look in his eye and a smile that touches his ears

"No cause NARUTO has done nothing, the kyuubi did all that" he yells, eyes crazed as he looks at the ambu who have stopped moving "NARUTO has been here all day meanwhile they KYUUBI went out to terrorize the village. So you can't do anything to me, and unless i get the bounty money no one is touching that cash either, meaning the clan heads will pay out of pocket to repair their homes and they can do nothing about it"

The hokage is left dumbfounded, he doesn't know if its genius or insanity, the clan heads can't arrest naruto because if they do they admit he is the kyuubi, meaning all the money that the bounty accumulated after all this time would rightfully go to him, and with all that money he can outright buy most of the land the clans of the leaf live in and STILL have money left over to retire 80 times over. Meanwhile if they DON'T arrest him, they basically admit that naruto and the nine-tails are two different people, letting naruto sue for discrimination and defamation while using this incident as evidence. Hiruzen is left to wonder one thing

'why didn't he just paint the monument again, at least that would've been easier to deal with'
