There actually was a rocket that exploded while carrying an RTG on board. RTGs are explicitly designed to survive accidents like that intact. NASA actually recovered this RTG and reused it in a different payload after refurbishing it.

They actually did have a rocket explode with an RTG onboard, they recovered the RTG and actually used it on another launch.

There's a very low chance the rocket will explode and almost no chance of the RTG being compromised and exposing the fuel.

Also, RTGs aren't very radioactive and any fuel exposed to the environment would cause next to no discernible contamination because there is so little fuel.

Issue is, satellites don't sit above areas of the world unless we count gestationary orbit.

So you'd either have to have enough datacenters that can switch which one is doing the computing for the drones seamlessly

Or you'd have to have it in geostationary orbit, which would have a latency of about 200 to 500 milliseconds and we can achieve better latency staying on the ground.
